Sorry to hear that your gains aren’t there bro!
As others have said, if you want to get BIG you have to eat BIG. You don’t mention how old or young you are but let’s put a little perspective on this. Based on 6’ at 230lbs if you are between 25-30 years old your RDI is 4300-4400 calories a day with an active life style just to maintain your weight. Your only taking in around 4030 so you are still running a caloric deficit. Your not going to gain weight. As for the gear if strength is up and you are leaning out with more vascularity and looking more muscular chances are it all diet.
I’m a hard gainer myself. 52y/o 5’6”. Currently I’m taking in 4300 calories a day and went from 175 at Thanksgiving to 195 today and dropped BF from 19-12%. My RDI is 3300 so I’m 1000 over my RDI. I also know my body and if I want to push up to 210 I would have to go to almost 2500 over my RDI. Eat BIG Get BIG
He s getting over 5000 calories per day. That's a fuck load of food even at 230lbs. I'd hate to be the guy to tell you to to add more drugs, but I'd increase the amount or freq. of insulin.

I stand 6' 230lbs but based on what I've been doing for 3 months one would expect me to be walking around 250lbs
Test Cyp 600mg weekly
NPP 600mg weekly
EQ 800mg weekly
HGH 4ius daily
Novolin-R 5ius in AM (3 days a week)
Humalog pre 8iu and 6iu post (3 days a week)
Ghrp2 200mcg 2x daily (3 days a week)
Aromasin 12.5mg daily
I am training 5-6 days per week, muscle groups, for about 90 minutes , high volume
Cardio only a few days a week 15-20 min steady state
Diet is approx 400g Protein, 750g Carbs, 60-70g Fat
Plenty of food One would think ...
Thoughts ? Advice ? Is it really just eating more or would gear be the issue here given I'm still consuming a lot
