A few things can affect what drugs can pass transdermally: dalton size, is it lipophillic or lipophobic, what carrier is used, etc
The rule of thumb is the drug needs to be less than 500 daltons. Minoxidil is in the 200's, BUT, it has to be converted to minoxidil sulphate by an enzyme that not many have that much of in their scalp (mice have a ton of this enzyme which is why they always respond so favorably).
Turns out emu oil is a GREAT oil for transdermal delivery because it has absolutely no phosphorous in it. There's even a patent for a minoxdil foam with emulsified emu oil and it worked really well, but it's oily.
Suggestion: two thoughts
1) apply minoxidil, wait 5-10 minutes and then apply the emu oil (some argue that too much oil might actually impair it's absorption)
2) mix roughly 0.25 to 0.5mL of the oil with your 1mL of minoxidil at night in a medicine cup and apply... you want to experiment the minimum oil you need to apply to your scalp
