Just because they used two sets of cuffs doesn't mean anything. These news stories get blown way out of proportion if they are going to bring up his history why not say what it was.

They bring up his criminal history because "criminal history" is used to calculate the length of a sentence or the "guidelines" used for this reason. I can't remember if there are 4 or 6 criminal cat.
The US Probation dept does a "Pre sentencing investigation" before sentencing to determine the fed guidelines that the judge will use to sentence the person. They go back 10yrs. You get one point for each misdemeanor conviction and if I remember 2 or 3 points for each felony conviction. If you happened to be on probation during the commission of the crime you got cracked for you get 4 or 5 points for that conviction.
If you have 0 or 1 point you are eligible for the "safety valve" which will give you a downward departure from the guidelines. This means that you have to satisfy the gov't that you have told them "everything" about the crime. That means names etc. or ratting.
You should check out the fed sentencing guidelines....they use a chart. It's terrifying.
