Sounds like his re-shipper was caught and rolled, then led LE to others in the organization . . . An old fashioned rat trying to save his own skin. Probably not entrapment.
I agree with this. My guess is that LE figured the guy receiving the powder was low on the food chain, so they offered him a deal so they could move further up the chain, and get the big dogs. That is pretty typical.
Who coulda guessed there were more than one Oswego??? That's a native name, and the Europeans' using one of those more than once to name a city is rare. I.e. how many Pawtuckets are there??? LOL.
