Feds bust steroids, marijuana ring in Danbury area

BRIDGEPORT -- Federal investigators have busted a ring that distributed steroids to high school athletes and others in the Danbury area and was run by a Bethel businessman, according to prosecutors.

Additionally, investigators say, the businessman headed a ring that sold marijuana in the Danbury area.
Under arrest are Mark Mansa, 46, the Bethel businessman; Richard Sciaccetano, who investigators say has ties to the Bonnano crime family; and Kevin Lubic, who investigators say is associated with the Hells Angels Motorcycle club in New Rochelle, N.Y. A fourth man is expected to surrender late Tuesday afternoon.

Investigators claim Mansa was selling roughly 70 bottles containing 200 milliliters of steroids at a price of up to $90 each every month. Some of his customers included high school student athletes in the Danbury area, according to federal investigators.

A nine-count indictment was returned by a federal grand jury and remains under seal while an arrest is pending. The indictment charges Sciaccetano and Lubic, who has a prior drug conviction, only in the marijuana conspiracy. Mansa is charged with conspiracy to distribute steroids.

Lubic pleaded not guilty to the charge Tuesday before U.S. District Magistrate Judge Holly B. Fitzsimmons. She set Thursday afternoon for a hearing on his bond. He faces a possible life sentence if convicted.

Mansa, Sciacchetano and Lubic are all in custody and being detained without bond as a danger to the community because of their alleged drug dealing.

Danbury police have been looking into Mansa's background for about five years, according to law enforcement sources. As the investigation grew, they brought the case to the U.S. Drug Enforcement Administration, the sources said.

A cooperating witness told investigators that Mansa bragged about his police connections, claiming their help has kept him out of trouble.

Nevertheless, no police officers have been indicted or arrested in connection with the case.
Mansa was arrested Feb. 24 during a planned $60,000 marijuana deal, prosecutors said. Shortly thereafter, agents arrested Sciaccetano and Lubic. All have been detained without bond.

Mansa, who is represented by Peter Schaffer, a Stamford lawyer, appeared before U.S. District Judge William I. Garfinkle earlier this month in an unsuccessful attempt to obtain his release.

Sciacchetano, a gray-haired, bearded man, suffers from numerous medical problems that led to his being taken to the hospital shortly after his arrest.
