Do I have wide hips and or narrow shoulders/ribcage ?

Been working out for a while now and it's apparent that I got some p shitty genes. Maybe just high estrogen or something but I store fat in my lower body and my femur bones are flared out giving me a wide butt, therefore wide hips ? I'm not sure if hips are the circumference around your ass or the measurement 2 inches below belly button.

I think you're overanalyzing yourself. That slight expansion below the beltline is not uncommon, especially if you have any decent size quads. Who wants bird legs? If you begin a solid diet with regular training, you'll see nice slow and steady gains.
