Trying to get back at it after slacking off a year, loosing strength, and gaining fat. considering bulking at a slight surplus to gain back some strength.
Currently 6' 192lbs

I would say 20-21%
Around 155-160 @ 10%
Intercostals pop around 6-7%

It's also going to depend on where you carry fat... I know one guy who never has a problem getting abs, BUT, then carries alot on his back, so front to back give misleading perception

This has always been my issue. I carry all of my fat in my gut. The fact that I use to be fat in my early 20's made for some lose skin as well. I have had my BF down to 5.9% measured in a submersion and still not had great abs. A couple years ago I had two different people do calipers on me. Both said if they didn't do my waist it would have been 8-8.5% but when they did it went to 14%.

Considering you carry your fat evenly, I would guess around 18%. I would cut down to 10-12% then start to bulk. You would be amazed at how much more quality muscle you gain when you bulk after a clean cut than when you bulk when you are already fat.

I was gonna say around 18-20%, maybe a tad more, but maybe not.
